Would love some help on this scenario:

Medicare Pt seen in the ER, then admitted to Observation. Cardiologist sees pt while in obs...dr initially tried to charge 99220 on the profee side, but that isn't right. Since we can't charge consult codes, and the admitting dr already chrg'd the 99220, are there any guidelines for this anywhere? any insight would be appreciated, thanks!
