Inpatient consults w/heart cath and stents on same day

General question for inpatient when a cardiologist consults a patient and schedules to have a heart cath/stent on same day, is the consult payable? is mod 25 needed?
 
If it is separately identifiable, like seeing the patient first, then deciding that they needed angioplasty and doing it the same day... then yes, it is appropriate to use 25. Otherwise, it will be edited out like any other E/M with a procedure.
