We have an understanding/comprehension that admitting physician should see the patient in 24 hours to report 99221-99223 series. Does this apply even for resident-teaching physician scenario also?

If patient was admitted by the resident on November 6th at 8 PM and releases a H&P having complete 3/3 key components and attending sees the patient on November 7th at 8 AM & releases his addendum having only 2/3 key components; can we club both the notes and report a combined level of 9922X for attending on Nov 7th?

Please advise. Also, please provide any national or state policies (CMS) on this, if available.
