A patient comes into the office, decides to have surgery, schedules for one week out.

The patient is admitted to the hospital as an in-patient on the day of the surgery (as decided at the office visit) by the same doc. Can the doc bill a 9922x code, or is that double dipping?

No, the admit charge on the same DOS as the surgery should not be billed. The history and physical performed on this day is included in the global; the doctor has already evaluated the patient, and the decision for surgery was made at the earlier visit.
