Hi,
can an independent provider offer "insurance-only billing" for certain screening services without violating any compliance law / Stark, Anti-kick back, Fals claims, etc / ?
 
No - if the provider (independent or not) is credentialed with a payer they are obligated to collect the patient responsibility. Doing otherwise would be considered Fraud.
