If diagnostic angiograms are performed by an IR physician, then an aneurysm clipping or a craniotomy is performed by a neurosurgeon and during the clipping or craniotomy an intraoperative angiogram is performed by the IR physician - is the intraoperative angiogram billable?

I have billed for it, just use the modifier -59.

Even if the intraoperative angiograms were the exact same angiograms as the diagnostic angiograms performed one day prior to the clipping or craniotomy?

If they were done before the clipping, then I would not bill. If done after the clipping, then you bill because of possible changes.
