My doc was called into the OR emergently by other MD - to ask for opinion

My doc did scrub in - but did not do anything but look around and offer opinion to MD performing surgery.

We do not work with other MD and my doc never saw this patient before.

Can I bill regular consult codes?

I don't see why not, your physician was asked for his opion (if the documentation supports the E&M level).
What procedure? You may be able to bill an exploration code again depending on the documentation. We could probably give you a better answere if you posted the report on here.

It depends on the insurance company and normally you can not bill for an opinion in the OR.

If your physician documented possibly but would have to see the note before giving you a firm yes or no.
