Is pulmonary hypertension a type of heart failure?

We had an HCC instructor do a presentation at our office and he said that pulmonary hypertension is considered a type of heart failure. Does anyone else agree with that?
 
No, it has to do with hypertension in the lungs *where the blood pressure in the arteries of the lungs are extremely high*. This in turn makes it difficult for the heart to pump blood through the lungs which can lead to right-sided heart failure, but it itself is NOT heart failure. S/S can be: SOB, edema in extremities, low O2 sat and chest discomfort.

I feel like ICD-10-CM guidance is pretty clear on what's considered heart failure.

If you look at the criteria to use assign a combo code "with heart failure", they all pretty consistently indicate that heart failure is I50-I50.9:
