Wiki IV Hydration with Wide Open Rate

I feel like I revisit this conundrum about once a year. It's completely clear in most research I've done, that, TKO or KVO as a rate is does not qualify for hydration IV therapy. My question is "wide open" as a rate for hydration IV therapy, with start and stop times.

Does any one have any DGs or creditable sources that addresses this specific question?

Any help is much appreciated.
