Wiki IVC filter modifier?

Our Interventional Cardiologist was requested by a Surgeon prior to a surgery same day to place a IVC filter for prevention of PE history of DVT. Surgeon obtained the consent, Pt was taken to the Cath lab where the Surgeon made the incision and the Cardiologist inserted the cath into the vein and performed the deployment of the filter. My question is should a modifier 80 be submitted and by which MD. Cardiologist was capable for performing full procedure, just a matter of time prior to surgery.
