I am having a hard time figuring out the hcpcs code and units for this injection.
J1885 is 15mg/ml - unit would be 1
J1885 is 30mg/ml - unit would be 2
J1885 is 60mg/ml - unit would be 4
J1885 is 60mg/ 2 ml - unit would be ???
" 2 ml of injectate ( 2 ml ketorolac tromethamine,15 mg/ml ) "
I am so confused with this injection!!

Mg/ml is a measure of the strength of the mixture (how much of the drug that is in a given amount of the liquid) and not the dose given, so you can’t use this measure alone to calculate units. You will need to multiply the strength by the volume to get your dosage first.

So in your example, 2 ml x 15 mg/ml is a dose of 30 mg. Since the code descriptor is 15 mg, this is 2 units.
