Wiki J3490 lidocaine therapeutic

My docs inject 1 ml lidocaine with 80 mg kenalog for therapeutic purposes. Could I bill for the lidocaine and if so, how many units does one ml equal? This is billed out of a Rural Health Care qualified clinic and through Express Care.

J3490 is a code for unclassified drug isn't it? You cannot bill the lidocaine in this instance the Kenalog is the therapeutic substance the lidocaine is only to comfort the patient while the drug is being administered.
