Doctor documents "Knee OA". what is the correct code? (715.96 or 715.36?)

What is the guidelines to use 715.3X . If the doctor mentioned only 1 location can I use this code?

I had sent this question to AMA's CC and the answer given is to code 715.36. A note is also in the back of the book.
