The lap repair, recurrent inguinal hernia code, 49651 does not include mesh insertion. The Dr's op report stated he inserted mesh on both sides of the repairs. The only implantation of mesh code is 49568 (add-on) which is used only for open hernia repairs.
I could use some input on this.

Regretfully, you cannot bill for mesh insertion on laparoscopic hernia repairs, it is included in the laparoscopic repair code. The code for mesh insertion should only be used for open ventral hernia repair's, not inguinal hernia repairs also (even open repair).
