With the new diagnosis codes specifing laterality is it going to be necessary to use right and left modifiers on the procedure codes?

Unless there are changes to CPT guidelines I would believe that these would still be required. Also, ICD-10 does not have laterality codes for every possible unilateral or bilateral conditions - such as an inguinal hernia.

True, but one of the reasons I-10 has many more codes is for laterality. Which I find very useful. Much more refined than I-9.
