LCSW coding rules and compliance regarding OB codes

To my knowledge, LCSW/therapists are required to code O codes when mental illness complicates pregnancy. We are having a dispute with some new LCSW providers who are working in an OB department and their supervisor who don't think they are required to code O codes due to them "not being medical providers". Some are leaving off the fact the patient is pregnant in order to bypass this rule and they are being directed by their supervisor not to code them as it isn't "in their scope of practice and would be inappropriate to code the O code. Need advice as this topic is causing major distress for myself and fellow co-worker who is also a Medical Coding Specialist. ICD-10 Guidelines state we have to but the kickback from providers and their supervisor is beyond anything I have ever dealt with before as I have never encountered this before. TIA
