Level of Risk On Gallbladder ER Admission

I have had different opinions from coders on whether they would consider a cholecystectomy an emergency major surgery when the patient is admitted through the ER as far as the Table of Risks goes. I am not sure whether it qualifies since the surgery could have been performed as a scheduled patient. Most of the time the doctor just does the surgery if the patient has gone into the ER with a gallbladder issue rather than scheduling it at a later time.

I was wondering what others thought.
