Locum tenens and Telemedicine

Hello,
I have a pediatrician who had shoulder surgery. He wants to have another physician (not in the group & doesn't share the same tax id) see patients for him 1-2 days a week in the morning only while he attends physical therapy. The regular physician also wants to then do telemedicine visits in the afternoon on those same days for different patients than what were seen in the morning. Does anyone know if this is compliant with locum tenens/fee for time compensation agreement? Could you share any documentation stating that it is NOT if you have it as I have been unable to find it. The patient population is mainly Michigan Medicaid and Medicaid HMOs.
