M54.12 and S16.1XXA, Can we code together?

In my medical record, Cervical radiculopathy and Strain of neck muscle is documented. While checking Block notes of M54.12; Exclude 1 mentioned as Current injury - see injury of spine by body region. So here can we consider Starin as current injury and remove the ICD M54.12? Or the specific code range should be mentioned to consider as exclude?
 
I don't see an excludes 1 for M54.1 (at the beginning the block )of the ranges for codes like m54.12 , it does show excludes 1 for radiculopathy BUT that is for spines disorders like cervical disk disorders not strains. And going to s16.1 range block there are no excludes 1 . You should be able to code both in an outpatient .
