Wiki MD cosigning for another MD

I bill for a practice that recently employed a new MD who is not yet credentialed in all insurances, but is starting to see patients. The practice manager seems to think that they can get another MD in the practice to cosign on the charts and be billed out under them in order to get paid. I have tried repeatedly to explain this is not allowed but they want to see the rule in writing. Am I incorrect on this? Is there any documentation I can find on this to give to the practice manager?
