If a patient has medicare as primary and tricare as secondary, and we do a procedure that tricare won't cover, are we able to collect the 20% that medicare won't cover?

To save arguing with the patient, I just let Medicare forward the claim to Tricare and bill after Tricare denies. It usually doesn't take very long and makes the patient happy that we can honestly say their insurance didn't pay.
