Wiki Medicare denying J0775 when billed under APP?

This is a new issue we're seeing. Medicare denies J0775 stating "Payment is denied when performed/billed by this type of provider" when it's billed under an APP. This makes no sense to me since there isn't even a payment reduction when J codes are billed by APPs, why would it deny for this reason? Anyone else seeing this?
