Medicare Guidelines for 23hr Obs vs Initial Obs Care and Discharge

When a patient is under Observation and stays more than 8 hours in the same day (99234-99236) does this require a discharge summary? Also if the patient is Observation and stays to the next day (99218-99220) and discharge (99217) does this require a discharge summary?
