If the doctor is par with Medicare and Not Medicaid and he see's a patient who has both insurance's. Can he make the patient sign a Medicaid Wavier stating he/she will be responsible for their balance after Medicare pays, or does he have to write off the balance?
 
We don’t accept Medicaid, but do Medicare. We charge the $5 co-pay that Medicare allows us to charge a Medicare/Medicaid patient and we usually write off the balance for office visits. I’m not 100% sure for surgeries since I don’t work in our surgery billing department, but I think we are not writing off surgeries. I think we are putting those patients on a payment plan instead.
