Wiki Medicare Rule for Flat Rate Office Visits

So, I just heard today that CMS has announced a rule that they will be "flattening" the 5 level office visits codes and only paying for a single code at a flat rate. Does anyone know if this is a final rule and, if so, when it goes into effect?

That will affect hospital outpatient facility coding only, I believe it is project to be effective Jan 1, however it could be delayed.
