195.1 is a primary malignant neoplasm code. This is a metastases so you should not use the primary codes. Mets are coded using the secondary malignant neoplasm codes.

If all you have is what is listed above and no further detail, you should use 198.2 for secondary malignant neoplasm of the skin (which notes skin of breast in the code notes), and 198.89 for secondary malignant neoplasm of the other sites, which is the code indexed for secondary malignant neoplasm of chest (wall) NEC.
