Modifier 59 denials

BCBSTX has started denying claims for the -59 modifier used with 96120 and 96103. Anyone else having this problem? I feel like I've looked everywhere for information, and I'm just not figuring it out. Do I need to use one of the subset X modifiers?

is TX your home plan of are you in a different state? Was there a new CCI Edit for this year for that code pair? I have found that some important new edits in neuro are not easily found by CMS.
