Modifier 22 - We have a NP who did an implantable

We have a NP who did an implantable birth control removal / re-insertion. During the removal, an artery was nicked. Patient did not want sutures, so it was steri-stripped and wrapped. Patient returned with heavy bleeding, so a Physician was called in to put in 2 sutures. I am wondering if it would be appropriate to add a 22 Modifier to the CPT 11983? I do not want to bill the suturing under the Physician, because 2 claims at the same facility, on the same day, would most likely be denied.
