Wiki Modifier 25 on E/M when billed with 36000?

Would you append the 25 modifier on an E/M when billed with 36000?
There weren't any meds infused, just an IV start.

Per the Medicare NCCI Coding Manual, procedures with a global status indicator with an XXX will still require a modifier 25 on the E&M when performed on the same date of service.

36000 (XXX) This is not a minor procedure by classification.
