If patient only had blood drawn (36415) in ER do we still append modifier to the E/m code?

How about xrays? Do we append modifier on e/m when these are done if we're not coding them? They are automatically entered/coded by radiology?

I see no edit with 36415 and the e/m er cpt. the e/m cpt requires the 25 added when another cpt that is passed as a status S indicator.
