When coded together, which should be first, 51 or 33?

EGD with biopsy and screening colonoscopy turned to sigmoidoscopy because of poor prep - 43239, 45330-51,33. Commercial insurance requires 51 for multiple procedures, and since the sigmoidoscopy was for screening it needs 33. Since they both affect payment, can either be first?
