If a provider states a reduction was attempted does that automatically justify a modifier 53.
 
Based on the words "reduction attempted", I would say no. Modifier 53 states to use this modifier when the physician terminates surgery or procedure due to extenuating circumstances or those that threaten the well being of the patient. Also, if the "reduction" is part of another procedure and was not completed, you might consider the use of modifier 52 for reduced services. This is just my opinion.:)
