Wiki Modifier -59 vs mod -51

During a recent webinar focusing on lesions the presenter assigned modifier -51 to examples containing multiple excisions located on various anatomical sites. I didn't think to ask during the presentation HOWEVER I'm wondering why modifier -59 wouldn't apply if the lesions required a separate incision at another anatomical site?
