Wiki modifier 59

I recently was made aware of the fact the Noridian is kicking out claims with the modifier 59 on them as duplicate claims is anyone having the same problem?

Haven't seen this issue (yet) but Noridian does have a note on their website that pending claims are being shown as duplicates. I wonder if it is a similar issue.
