Modifier 78 and Modifier 79

Can someone please tell me which modifer resets the post-operative date (modifier 78 or modifier 79) and which one of the two maintains the present post-operative date?

There is an article in the September 2012 Coding Edge regarding these modifiers. It states that modifier 78 does not reset global days and with modifier 79, a new global period begins.
