Provider is funded by a grant (this is not a clinical research grant), but needs to show encounter billing. Is there a modifier the provider can append to the e/m visit to show that it is part of a funded grant?

If it's paid for by a grant, it can't be billed to a health plan. If the provider/company you work for wishes to track the grant-funded services, you could create dummy procedure codes to track the services, i.e., if it's E/M services being paid for by the grant you could create dummy codes such as 99211GF (for grant-funded), 99212GF, 99213GF, etc... and you'd need to be sure these are set up in the billing software so there's no way those procedure codes have any monetary charges associated or are ever billed to a health plan or patient.
