I have a modifier question. If a surgeon is billing multiple procedures and one is listed seperate procedure does this still require a modifier 59.

To be able to determine if Modifier 59 is appropriate, you need to determine if the "separate procedure" is an integral component of another procedure performed. If it is an integral component, it is not separately reportable and Modifier 59 would not be appropriate. I hope this is helpful.
