Wiki Modifier required

Can anyone help me.
I am getting below denial,
"when billing surgical procedures a modifier is required to indicate the highest valued surgical code".

Billed Procedures are 44227 and 43500.

Modifiers required

Hi

both the procedures have MPR indicator 2. CPT 44227 should be reported without modifier. CPT 43500 should be appended with modifier 59 and 51.
