Hi. there are two HCPCS modifiers that you may be referring too?
NB- Nebulizer system, Any Type, FDA Cleared for use with specific drug
NR- New when rented (use the NR modifier when DME which was new at the time of rental is subsequently purchased)

Just a thought...maybe it is a typo? or maybe the "n" is really an "h". I know this may be an over simplification but perhaps a clerical issue?
