51 is related to Multiple Surgical Reduction. Its to indicate which codes are to reduce. Primary procedure pays 100% and subsequent procedures pay a lower percent of allowed. Although many payers automatically apply the modifier and if you put it on the wrong code the system will move it to the lower RVU procedure

59 is a NCCI bundling bypass modifier to show the secondary surgery meets the criteria to be separately reimbursed and not considered included in the reimbursement for the primary surgery.
