We billed 29828 and 29823-51 but it denied. When we looked up the NCCI edit it has 9 indicator for not applicable. Does this means an edit is not active and we can append 59 modifier to 29823 or a modifier is not needed on 29823?

The 9 is indicating that the edit has been deleted, the deletion date is that 2022/10/01 . You can use a modifier 59, if the extensive debridement was performed on a different area of the same shoulder. CMS no longer considers the shoulder a single anatomical structure.
