CMS updated their NCCI tables on October 1, 2015 to show that radiopharmaceuticals can no longer be billed with CPT 78806. I can't locate any documentation in CMS explaining the rationale. Has anyone else experienced this issue? Can you provide me your thoughts on why this was done?

78806 - Radiopharmaceutical localization of inflammatory process; whole body
 
Looks like medicare wants to bundle the substance in the code. ~2 dozen codes were added to the no modifier allowed side of the CCI edit
