When edit has mod indicator "9" that means the edit was deleted correct???

So they are no longer included with each other??

Why do they even keep deleted edits on the table??

I want to bill 29826 & 29823 together they are listed on the table but
with "9".

Sooooo I should be able to bill correct?????
