NCT numbers for studies

I am looking for other coders who code study accounts (ie adding NCT numbers). I am specifically trying to figure out if an NCT should be added if the study says not actively recruiting. My patient just had the procedure done.. they are not being monitored for a previous procedure. But basically, I am looking to network with other coders who deal with studies. Thanks!
