Please help, we are going back and forth on the proper units for billing nebulizer medications in office when they are given in conjunction with a nebulizer treatment

1 vial of Medication Albuterol Sulfate 0.083% 2.5mg/3ml is represented by HCPCS code J7613

If we administered 1 inhalation treatment for the full 3ml vial in office would we bill 1 unit of J7613 or 3 Units of J7613

Can you please provide the same scenario for the following codes billed as 1 unit per treatment
