Modifier On 19296?

Would There Need To Be A 58 Modifier On The Placement Of Balloon Catheter On Date Separate From The Partial Mastectomy?

We bill 19296 for mammosite placement. When done after a partial mastectomy you would put a 58 modifier on it.
