V70.0 & v72.84

Can a doctor do cpx v70.0 and v72.84 pre-op together and use the
v70.0 as first diag and v72.84 as secondary diag? The pt came in for pre-op and the doctor decided to do both a routine cpx and pre-op.

Not as reason for pre-op...

You would need the reason for the surgery for the pre-op clearance. Also, is there only going to be one E/M code used for the services? If so, that really wouldn't make sense to use both codes. Correct me if I am wrong, but for V70.0 wouldn't that usually mean using preventative med CPT codes? One more thought to consider - Medicare patient? Neither of those V codes can be primary.
