Are substance abuse codes, (and the v code for family history of substance abuse v61.42) coded on axis i or axis iii?

Are life problems and family disruptions coded on axis i or axis iii? (these are v codes I'm speaking of)

I know that axis i is only for 'mental' and relavent histories and clinical syndromes, codes, axis iii is for medical conditions.

This is very confusing to me. Can someone please help?
