Wiki need help with radiologist/tech billing

I have a radiologist who lists x-ray technologists as his assistant when he dictates procedures, for example insertion of a PICC line. I am being told that I cannot bill for this, even though he states that he was present and performed the entire procedure. Does anyone have any experience with this? I will take all of the resources/ experience that I can get on this.
