Just need to justify this for some...

Patient comes to an Urgent Care Facility with lacerations, Doctor does a problem pertinent exam and sutures the laceration.

Can a office visit be billed with 25 modifier with the repair code?

Or is the visit included in the repair?

Well without wanting to copy/paste or type the whole note. It is problem pertinent and levels at a 99213, if in fact the visit is reportable. No other problems were discussed during the visit.
